Tim and I waiting to hear more about this but we believe you are correct, Zoom is making changes to have every Zoom meeting more secure.

I discovered you can type in an exact time if you want to start a meeting at 2:15pm etc.

How do you request to set up for someone else in ZOOM?

I had to request the other person to assign me as a scheduler. I couldn't add them myself.

So the other person has to give you permission.

Yes, that's been my experience the last few times.
